For thousands of travelers in Jakarta, Kuala Lumpur, and across Southeast Asia, the dream of watching the sunset over Vancouver’s mountains or doing business in Toronto’s financial district just got remarkably simpler.

In a major policy update, Immigration, Refugees and Citizenship Canada (IRCC) announced that Canada is officially expanding its Electronic Travel Authorization (eTA) program to include eligible citizens from Indonesia and Malaysia.

This policy pivot is a cornerstone of Canada’s broader Indo-Pacific Strategy. It fundamentally changes how “known travelers” from these two vibrant economies access the country—trading long weeks of bureaucratic paperwork for a digital process that takes mere minutes.

The Shifting Border: Goodbye Visa, Hello eTA

Historically, citizens of Indonesia and Malaysia planning a trip to Canada had to endure the rigorous process of applying for a Temporary Resident Visa (TRV). This meant collecting extensive financial records, booking biometric appointments, paying a $100 CAD application fee plus an $85 CAD biometric fee, and waiting weeks—sometimes months—for a decision.

The newly expanded eTA pathway bypasses this friction entirely for eligible individuals. The digital authorization costs just $7 CAD and is electronically linked directly to the traveler’s passport.

The Efficiency Dividend: While a traditional visitor visa can stall travel plans for a month or more, the vast majority of eTA applications are processed automatically and approved via email within minutes of submission.

Are You Eligible? Understanding the “Known Traveler” Rules

The eTA expansion is fundamentally a risk-based facilitation tool. Canada is easing restrictions specifically for individuals who have already been thoroughly vetted by trusted immigration systems. To qualify for an eTA, Indonesian and Malaysian passport holders must meet two primary criteria:

  1. Mode of Travel: You must be arriving in Canada or transiting through a Canadian airport by air.OraVisa
  2. Prior Screening History: At the time of application, you must satisfy at least one of the following two conditions:
    • You have held a Canadian Temporary Resident Visa (TRV) at some point within the last 10 years.OraVisa
    • You currently hold a valid, non-immigrant United States visa.

If a traveler does not meet these specific conditions, the traditional visitor visa rules remain firmly in place. Furthermore, the eTA is strictly an aviation document; anyone planning to cross into Canada from the U.S. by car, bus, train, or cruise ship will still need a standard visitor visa, regardless of their past travel history.

Step-by-Step: Navigating the New Digital Portal

For those who qualify, the application process is entirely self-service and streamlined. Because the online system does not allow you to save your progress, gathering your items before clicking “start” is key to a smooth application.

Gather Your Essentials

Prerequisites

Ensure you have your valid Indonesian or Malaysian passport, a valid credit or debit card to pay the $7 CAD fee, and an active email address where your confirmation will be sent. Keep your old passport handy if it holds your past Canadian visa.

Complete the Online Form

Takes ~5-10 minutes

Access the official Government of Canada website (canada.ca). Fill out the personal data fields carefully. You will be prompted to input your passport data alongside your qualifying U.S. visa number or past Canadian visa details.

Pay and Submit

Immediate step

Submit the secure payment of $7 CAD directly inside the portal. Do not close the browser window until the payment confirmation screen loads.

Receive Your Decision

Instant to 72 hours

Check your email. Most applicants receive an official approval letter within minutes. If IRCC requires manual review, an instruction email detailing the next steps will arrive within 72 hours.

Once approved, the eTA is valid for up to five years or until your passport expires—whichever comes first. It permits multiple entries into Canada, with most individual stays capped at six months.

The Big Picture: Why Indonesia and Malaysia?

This policy change is far more than an administrative shortcut; it is an economic handshake. Southeast Asia is growing at an incredible pace, and Canada recognizes that physical mobility is the precursor to economic synergy.

The numbers illustrate the immense scale of this untapped potential:

Nation 2025 Bilateral Trade with Canada 2025 Annual Visitors to Canada
Indonesia $6.75 Billion CAD ~18,300 Travelers
Malaysia $6.10 Billion CAD ~11,500 Travelers

By making travel effortless for business delegates, researchers, entrepreneurs, and families, Canada is actively fueling the Canada-Indonesia Comprehensive Economic Partnership Agreement and building deeper ties with the broader ASEAN bloc.

A Welcoming, Human-Centric Shift

Beyond trade balances and immigration algorithms, the human impact of this policy is profound. It brings an end to the anxiety of a split family waiting weeks to hear if a grandmother from Jakarta can visit her newborn grandchild in Calgary. It eliminates the financial hurdle for a brilliant tech startup founder from Kuala Lumpur trying to attend an industry conference in Toronto.

While the Canada Border Services Agency (CBSA) retains ultimate authority to vet travelers upon arrival at the airport, this policy update treats trusted travelers like welcome guests rather than security data points. The “Black Star” of the Indo-Pacific and the Canadian Maple Leaf have never been closer.
