Indonesia’s Giant Sea Wall Plan Advances After Fishermen’s Villages

TEMPO.CO, Jakarta – The Indonesian government’s plan to build a giant sea wall along Java’s northern coast continues to move forward, with the Ministry of Marine Affairs and Fisheries (KKP) providing an update on its progress.

Deputy Minister of KKP Didit Herdiawan Ashaf said the government is currently conducting research and feasibility analysis for the project, which is planned to be built offshore along the northern coast of Java (Pantura).

“The structure will be built in the middle of the sea, around four to six kilometers from the shoreline,” Didit said in Surabaya on Friday, April 24, 2026.

Didit, who also heads the North Coast Management Authority, said the project is expected to begin in the near future, following the development of Kampung Nelayan (Fishermen’s Villages), which is part of President Prabowo Subianto’s priority programs.

“There are two components in this program, groundbreaking for infrastructure and groundbreaking for community development. They must move together,” he added.

He also reported progress on the “Kampung Nelayan Merah Putih” (Red-and-White Fishermen’s Villages) program in East Java. Fishermen’s villages have so far been established in Gresik, Malang Regency, Tuban, Pasuruan, and Sumenep. “There will be different categories, main fishermen’s villages and supporting villages,” Didit said.

Meanwhile, Head of the East Java Marine and Fisheries Office Muhammad Isa Anshori said the villages are designed as integrated hubs equipped with ports, cold storage facilities, and fishermen’s kiosks to improve productivity and efficiency for local fishing communities.

The East Java provincial government has proposed building up to 40 fishermen’s villages, though final numbers will depend on field verification. “It depends on feasibility in the field, whether all 40 can be built or not,” Isa said.

He added that the villages will be supervised and managed with support from representatives of the Ministry of Marine Affairs and Fisheries. Each village is estimated to require a budget of Rp20–25 billion.
