DELHI TWP., Ohio (WXIX) – Delhi Township Police shared their Flock camera transparency portal on Tuesday, as debate continues over the use of the automated license plate readers.
The department said the public “deserve to know not only that we use this technology, but how and why we use it.” The portal shares information about usage as well as department policies.
Debate over surveillance technology
Flock cameras, described as automated license plate readers, have been in use for 15 to 20 years, according to Darrin Wilson, associate professor of public administration at Northern Kentucky University.
Wilson said newer technology concerns are likely why older tools like Flock cameras are facing increased scrutiny.
“People are frustrated with AI technology and surveillance and really there’s been a lot of stories out there about misuse,” Wilson said.
Some communities have done away with the cameras entirely, while others have kept them in place.
Portal includes policies and usage examples
Wilson said transparency from local governments about the purpose and use of the systems is important.
“Local governments need to be much more transparent about not just what the purpose of these systems are in their community but also how they’re being used,” Wilson said.
The portal includes examples of the cameras’ use, including a case in which a camera near I-71 and Smith Road was used to locate an elderly man who was reported missing out of Delhi.
Wilson said documented policy and transparency about tracking and access could help build trust with residents.
“As long as they show they have policy in place that they’re transparent: who’s tracking it, when it’s being accessed, I think that will go a long way with residents,” Wilson said.
