A Delhi court on Monday (June 29, 2026) deferred taking cognisance of the chargesheet filed against Indian Youth Congress (IYC) workers for staging a protest at the AI Summit in February this year, noting that the mandatory sanction under Section 217 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) is yet to be obtained.

The Delhi Police had filed the chargesheet on April 27 after completing its investigation. The sanction wasn’t taken by the time the chargesheet was filed.

A group of the IYC workers on February 20 staged a “shirts-off” protest in an exhibition hall at the AI Impact Summit venue in New Delhi’s Bharat Mandapam over the India-U.S. trade deal.

Chief Judicial Magistrate Mridul Gupta of Patiala House Court deferred cognisance after hearing submissions from prosecution who sought cognisance of the main charge sheet, stating that the sanction order would be placed before the court through a supplementary charge sheet.

When the court asked how long the sanction process would take, the prosecutor said it would require at least two months.

The court directed the investigating officer to expedite the process and posted the matter for September 28.

Those accused in the matter are Indian Youth Congress President Uday Bhanu Chib, Krishna Hari, Kundan Yadav, Narsimha Yadav, Ajay Singh, Saurabh, Arbaz Khan, Ajay Kumar Vimal, Raja Gujar and Jitendra Yadav, and others.
