UAE GDP Growth 2025: Non-Oil Sector Drives 6.2% Expansion to Dh1.9 Trillion – News and Statistics

The United Arab Emirates has positioned itself as a driver of economic stability and a global model for inclusive growth, according to a statement from Sheikh Maktoum bin Mohammed, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance. The official made the remarks on Sunday following a review of the Ministry of Finance’s 2025 annual report, as reported by the source.

Gross domestic product in the UAE expanded by 6.2 percent year-on-year in 2025, reaching Dh1.9 trillion ($517.2 billion). The non-oil sector was the primary anchor of this growth, with non-oil GDP rising 6.8 percent annually to Dh1.5 trillion, according to data from the Federal Competitiveness and Statistics Centre. The country’s non-oil foreign trade also surged 26 percent last year, exceeding $1 trillion for the first time, as shown in government data from January.

Sheikh Maktoum commented that 2025 represented an exceptional chapter in the nation’s journey toward greater financial efficiency and global impact, adding that global challenges were successfully transformed into opportunities for growth and excellence. He described the Ministry of Finance as a strategic pillar driving fiscal policies that support the country’s long-term ambitions. The ministry’s role extended beyond resource management to strengthening the sustainability of the national financial ecosystem and developing agile legislation aligned with rapid digital transformation, which helped attract high-quality investments and foster strong public-private partnerships.

Among the milestones achieved in 2025 was the announcement in October of plans to boost the federal budget for this year to Dh92.4 billion, a 29 percent year-on-year increase from a previous budget of Dh71.5 billion. The ministry’s report also highlighted progress in expanding non-oil revenue through upgrades to the tax system, stronger tax compliance, and expanded international agreements that reinforced competitiveness and the sustainability of public revenue.

The UAE remained active in the debt market last year, with the ministry raising Dh9.9 billion from nine sukuk issuances through its Islamic Treasury Sukuk programme. Additionally, the Retail Sukuk initiative was launched in 2025, a step toward strengthening financial inclusion by offering a direct and accessible investment opportunity for citizens and residents through fractional investments starting from Dh4,000.
