Dubai Leads Global FDI Projects in Cultural and Creative Industries 2025 – News and Statistics

Dubai secured the top position worldwide for new foreign direct investment (FDI) projects in cultural and creative fields for the fourth year running in 2025, with 754 ventures and over 19,300 jobs generated, based on Financial Times fDi Markets data. The emirate outpaced London (UK), Singapore, Riyadh (Saudi Arabia), and Bengaluru (India) across 233 cities monitored by the index, while FDI capital inflows into these sectors hit $3.76 billion, according to the fDi report.

The emirate also ranked second globally for FDI capital inflows in this sector, as stated by the Dubai government on Tuesday. Cultural and creative industries cover advertising and public relations, computer programming, data processing and digital services, film, media and gaming, artificial intelligence, education, design and architecture, and performing arts and entertainment.

India led as the top source of greenfield FDI capital into Dubai’s cultural and creative industries last year, contributing 19% of inflows, trailed by the US at 17.5%, China at 13%, Malaysia at 12%, and Britain at 9%. In terms of project numbers, Britain held the largest share at 21.5%, followed by India at 21%, the US at 14%, and France at 4%.

This achievement underscores Dubai’s push to broaden its creative economy beyond conventional cultural pursuits into digital content, creative technology, artificial intelligence, and data-centric services, the statement noted. Dubai has courted foreign investors via measures such as complete foreign ownership, dedicated creative and tech hubs, talent residency schemes, digital and logistics infrastructure, and access to regional and global markets.

Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, chairperson of Dubai Culture and Arts Authority, remarked that the outcomes mirrored the ongoing advancement of the emirate’s cultural and creative ecosystem and its rising role in wider economic and development goals. Helal Saeed Almarri, director general of the Dubai Department of Economy and Tourism, highlighted that this success rests on a vibrant ecosystem where creativity, advanced technology, and enterprise merge to deliver sustainable economic value, quality employment, and fresh growth paths. He added that Dubai, backed by top-tier connectivity and a future-ready business climate, remains an outstanding launchpad for creative industries to expand, innovate, and thrive, furthering the Dubai Economic Agenda D33.

Hala Badri, director general of Dubai Culture, pointed out that the figures demonstrate the maturity of Dubai’s creative ecosystem and its capacity to create prospects for investors, entrepreneurs, and talent. She emphasized that Dubai has transformed its creative sector into a key economic driver with robust growth potential, fostered by a supportive environment that cultivates ideas and offers talent and entrepreneurs access to resources and opportunities to grow their ventures.

The fDi Markets data monitors announced greenfield FDI projects and serves as a widely referenced tool for analyzing cross-border investment patterns. The index highlights a swift evolution in Dubai’s creative economy, shifting from traditional cultural fields toward sectors focused on digital content, creative technology, artificial intelligence, and data-driven services.
