The Japanese government held the first meeting of a working group that will develop a program to teach Japanese to foreign residents. The program is also intended to help them better understand local systems and regulations. A pilot program is scheduled to begin in fiscal year 2028, according to The Japan Times.
The working group will review the program’s structure and its educational content. It consists of six members and is chaired by Susumu Takahashi, honorary chairman of the Japan Research Institute.

State Minister Hayato Suzuki stated at the meeting that the government aims to create an effective program. Special Advisor to the Prime Minister Midori Matsushima noted that a good command of the Japanese language can help foreign residents live and work in the country without difficulty in the medium and long term.
According to the Japan Immigration Services Agency, the meeting discussed teaching methods, assessment criteria, and how participation in the program could be taken into account when considering residency status applications. The working group will also examine the role of companies that hire foreign workers and cooperation with local authorities. The government aims to create a systematic learning environment for the social integration of foreign residents and to reduce the burden on local authorities.
