Trump’s Generic Drug Tariffs – EMJ GOLD

President Donald Trump has announced plans for tariffs on generic drug imports of 100% for one year and 200% thereafter following a two-year grace period of tariff exemption beginning 1 August 2026. 

Major drugmakers have previously agreed deals with the US government that exempted billions of dollars of drugs from tariffs.  

President Trump explained that the imposition of these new import tariffs will reshore generic pharmaceutical production into America and penalise companies that do not build manufacturing facilities within the two-year period of tariff exemption. 

Tariff objectives

The US leader stated that the policy aimed to protect US patients and maintain the current approach towards patented, branded and innovative medicines. 

In a Truth Social post, President Trump said: “The objective of this Policy is to protect the people of the United States. The Policy on Patented, Branded, or Innovative Drugs, which has been so successful, will remain as is. Pharmaceutical Facilities are being built, at a level never seen before, all over the United States of America.” 

Implications for generic drug manufacturing

Questions have been raised over whether the policy’s goal of reshoring generic drug manufacturing is achievable, given the US healthcare system’s reliance on overseas drug supplies. 

Rena Conti, Professor of Markets, Public Policy and Law, Boston University, told Newsweek: “According to the FDA, nine out of 10 prescriptions filled in America are for generic drugs…” 

“That means Americans rely heavily on drugs or active ingredients brought in from overseas, and one major concern is that two years is not enough time for domestic manufacturers to pick up that demand.” 

Impact on pharma supply chains

Concerns remain over whether generic drug manufacturers outside the US would be able to absorb the additional tariff costs. If these costs are passed through supply chains, patients could face higher medicine prices. 

However, the overall impact of President Trump’s proposed tariffs on drug pricing remains uncertain and will depend on how manufacturers respond to the policy changes.
