Indonesia unveils ambitious plan for universal 100 mbps internet within two years, ETCIOSEA

Indonesia sets sights on digital leap with nationwide high-speed internet push
Indonesia is preparing to transform its digital landscape by targeting 100 megabits per second (Mbps) average internet speed across the entire country within the next two years. This initiative is expected to bring significant changes to businesses, education, and daily life, particularly in regions where connectivity remains limited.Current internet speeds lag behind global peers
Despite being Southeast Asia’s largest economy, Indonesia’s internet infrastructure has struggled to keep pace with rising demand. According to Ookla’s Speedtest Global Index for May 2026, Indonesia was ranked 74th out of 101 countries for mobile internet speeds, recording an average of 62.54 Mbps. The fixed broadband scenario was even more concerning, with the country slipping to 117th among 149 countries, maintaining average download speeds of just 47.10 Mbps. These figures highlight the pressing need for investment and modernization in the sector.Government puts digital access at the heart of policy
The Ministry of Communication and Digital Affairs (Komdigi) has made it clear that digital inclusion is a top priority. Deputy Minister Nezar Patria was quoted by Jakarta Globe as saying that reliable internet access is now considered a basic necessity, and the government is determined to close the connectivity gap between urban centers and remote communities. He emphasized that the government is committed to reaching the 100 Mbps average speed target at a more affordable price for all Indonesians within two years.Infrastructure expansion and operator investment
To realize these goals, Komdigi is urging telecommunications operators to accelerate investment in network infrastructure. The strategy involves expanding fiber-optic networks, strengthening fixed broadband services, and leveraging satellite technology to deliver internet access to Indonesia’s most remote and underserved regions. The ministry is also encouraging cellular and telecom companies to boost their capital expenditure, enabling them to widen their coverage footprint and improve service quality, especially in regions identified as digital “blank spots.”Persistent challenges in bridging the digital divide
The road to universal high-speed internet is not without obstacles. Nezar Patria has acknowledged that despite ongoing investments, significant connectivity gaps persist, even in densely populated areas such as parts of Java. Recent disaster relief operations have further underscored the importance of robust telecommunications infrastructure, with connectivity restoration proving vital alongside the delivery of emergency aid.Rising internet adoption meets stubborn barriers
Internet usage in Indonesia has witnessed steady growth. Data from the Indonesian Internet Service Providers Association (APJII) shows that the number of internet users grew by 1.06 percent year-on-year, reaching 235.2 million in 2026 – roughly 82 percent of the country’s population. However, the majority of these users are concentrated in Java, reflecting ongoing regional disparities. The APJII survey revealed that communication and social networking (19.9 percent), digital entertainment (19.7 percent), and information/news access (19.6 percent) are the leading reasons for going online. E-commerce and online services (18.7 percent), education and work (10.9 percent), financial services (5.8 percent), and public/government services (4.5 percent) also feature prominently among user activities.Still, Indonesia’s digital journey is impeded by several factors. According to APJII, of those not yet online, 34 percent lack an internet-enabled device, while 31.5 percent cite insufficient digital skills. Cost remains a barrier for 17.2 percent, and 12.9 percent see little benefit in using the internet. A small fraction (1.3 percent) points to physical disabilities as the main hurdle.Implications for the digital economy and inclusion
Accelerating internet speeds and broadening access are expected to have a ripple effect on Indonesia’s burgeoning digital economy. As digital literacy and device penetration increase, sectors such as e-commerce, online education, telehealth, and fintech are poised to benefit. The government’s focus on affordability aims to ensure that high-speed connectivity does not remain a privilege for urban elites, but becomes a catalyst for inclusive growth.Looking ahead: Opportunities and watchpoints
Industry analysts suggest that Indonesia’s push for universal high-speed internet could set a precedent for other emerging economies grappling with similar challenges. However, success will depend on sustained regulatory support, effective public-private partnerships, and a relentless focus on bridging both the infrastructure and skills gaps. The next two years will be crucial in determining whether Indonesia can fulfil its vision of digital parity, enabling millions to participate fully in the information age.As the nation works towards this ambitious target, stakeholders will be watching closely to see if Indonesia can overcome the logistical, financial, and educational barriers that have long hampered its digital transformation.
