China Releases GB/T 47025-2026 for Automated Driving Simulation Testing

China has published GB/T 47025-2026, Intelligent and Connected Vehicle—Simulation Test Methods and Requirements for Automated Driving Function, introducing a new national framework for evaluating automated driving systems through simulation-based testing. The standard, which took effect on January 28, 2026, supports the continued development of intelligent connected vehicles and strengthens the technical foundation for automated driving assessment in the Chinese market.

The recommended national standard was developed under the guidance of the Ministry of Industry and Information Technology (MIIT) and is administered by the National Technical Committee on Automobile Standardization (TC114) and its Intelligent and Connected Vehicle Subcommittee (TC114SC34). The publication reflects growing regulatory attention to the validation, safety, and performance assessment of automated driving technologies before deployment on public roads.

Many Automotive products require CCC certification in order to be approved for import and sale in China.

New Framework for Automated Driving Simulation Evaluation

GB/T 47025-2026 establishes simulation test methods and technical requirements for automated driving functions in intelligent connected vehicles. The standard provides a structured approach for conducting virtual testing and performance verification in simulated environments, allowing manufacturers and developers to assess vehicle behavior across a wide range of driving scenarios.

Simulation testing has become an increasingly important component of automated driving development because it enables the evaluation of rare, complex, and potentially hazardous traffic situations that may be difficult to reproduce consistently during physical testing. The new standard complements existing Chinese requirements covering proving-ground testing, road testing, and general technical requirements for automated driving systems.

The standard was jointly developed by a broad group of stakeholders, including major vehicle manufacturers, technology companies, research institutions, testing organizations, and universities. Contributors include China Automotive Technology and Research Center, Huawei, Dongfeng Motor Corporation, Changan Automobile, SAIC Volkswagen, Geely Research Institute, Baidu, Mercedes-Benz China, BMW China, and several specialized testing and certification bodies.

Implications for Manufacturers and Market Access

For automotive manufacturers, software developers, and autonomous driving technology providers, GB/T 47025-2026 provides a nationally recognized methodology for simulation-based validation. The standard is expected to support greater consistency in testing practices while improving the comparability of automated driving performance assessments across the industry.

The publication also signals China’s continued effort to build a comprehensive regulatory framework for intelligent connected vehicles. Related standards already address automated driving test sites, road testing procedures, software update safety, data recording systems, and general technical requirements. Additional standards under development, including automated driving evaluation guidance and automated driving system safety requirements, indicate that regulatory oversight in this sector will continue to expand.

Companies seeking access to the Chinese automotive market should review the new simulation testing requirements and evaluate how they align with existing product development, validation, and compliance processes.
