Indonesia, Malaysia’s Citaglobal Berhad sign pact for waste-to-energy, biogas

The Lampung Provincial Government
of Indonesia has officially entered a strategic partnership with
Malaysian firm Citaglobal Berhad to transform the region’s waste
management and energy landscape, RRI reports. The deal,
formalised through a signed Memorandum of Understanding (MoU),
targets the conversion of urban and industrial waste into renewable
power to support Lampung’s transition toward a green industrial
economy.

The collaboration comes as the
central government identifies Lampung as a priority zone for
integrated environmental solutions due to its proximity to the
national capital and its strategic logistics
infrastructure.

A core component of the agreement
is the development of a Waste-to-Energy facility designed to tackle
Lampung’s rising urban waste volumes. The project will utilise
high-efficiency German technology to convert municipal solid waste
into electricity, offering a long-term alternative to traditional
landfills. Initial feasibility studies will evaluate the potential
for a facility capable of generating consistent power for the local
grid, building on Citaglobal’s prior experience in Malaysia’s clean
energy sector.

The project is being fast-tracked
under central government guidance to serve as a model for
integrated environmental management in Sumatra. Beyond municipal
waste, the partnership explores Lampung’s vast agricultural
residues.

The two parties discussed
processing Palm Oil Mill Effluent (POME) and other residues into
high-methane biogas to fuel industrial power plants. The MoU also
covers feasibility studies for floating solar projects on three of
Lampung’s dams (with 150–200 MW potential each) and a mangrove
rehabilitation program in East Lampung aimed at generating carbon
credits.

Governor Rahmat Mirzani Djausal
emphasised that Lampung is pivoting away from being a mere raw
commodity exporter. By integrating waste-to-energy and biogas into
new industrial zones, Lampung aims to provide green infrastructure
that attracts high-value manufacturing. Leveraging its deep-water
ports and toll road connectivity, Lampung is positioning itself as
an energy hub for the southern Sumatra and Greater Jakarta
regions.

The Lampung-Citaglobal
partnership represents a shift toward circular economy
infrastructure in Sumatra. By combining German engineering with
Malaysian investment and Lampung’s massive biomass potential, the
province is securing its place as a leader in the ASEAN green
energy transition by 2030.
