FDA Advisory No.2026-0852 || Public Health Warning Against the Purchase and Use of the Unauthorized Cosmetic Product “ANA ABIYEDH LEATHER EAU DE PARFUM”

The Food and Drug Administration (FDA) warns all healthcare professionals and the general public NOT TO PURCHASE AND USE the unauthorized cosmetic product:

1. ANA ABIYEDH LEATHER EAU DE PARFUM

The FDA through postmarketing surveillance has verified that the abovementioned product is unauthorized and has not been issued with a Certificate of Product Notification (CPN) as of 23 June 2026. Pursuant to Book II, Article I, Section 1 (a) of the Rules and Regulations Implementing Republic Act No. 9711, otherwise known as the “Food and Drug Administration Act of 2009”, the manufacture, importation, exportation, sale, offering for sale, distribution, transfer, non-consumer use, promotion, advertising, or sponsorship of any health product without the proper authorization from the FDA is hereby prohibited.

Since the abovementioned unauthorized cosmetic product has not gone through the notification process of the FDA, the agency cannot assure their quality and safety. The use of such violative product may pose health risks to consumers.

Potential hazards may come from ingredients that are not allowed to be part of a cosmetic product or from the contamination of heavy metals. The use of substandard and possibly adulterated cosmetic products may result to adverse reactions including, but not limited to, skin irritation, itchiness, anaphylactic shock and organ failure.

In the light of the foregoing, the public is hereby advised not to purchase the aforementioned violative cosmetic product. For further guidance, all product advisories issued by FDA may be checked by the general public at https://www.fda.gov.ph/advisories/. Before buying or using any cosmetic product, consumers are advised to always check if a product has authorization from FDA by using the FDA Verification Portal at https://verification.fda.gov.ph.

All concerned establishments are also warned not to sell, advertise or distribute this product until it is issued with proper authorization from FDA, otherwise, further regulatory actions and sanctions shall be pursued.

This advisory will remain in effect until the product is fully compliant to the regulations of the FDA and issued with a CPN. All establishments concerned and affected Marketing Authorization Holders are hereby strongly advised to coordinate with the FDA to pursue remedial actions, including the necessary measures to address the regulatory and safety concerns regarding the subject product, that may warrant the issuance of an updated health advisory or the lifting of this Advisory, among others. For more information and inquiries about this advisory, kindly contact the Center for Cosmetics and Household/Urban Hazardous Substances Regulation and Research (CCHUHSRR) through email at cchuhsrr@fda.gov.ph indicating on the subject the concerned Advisory.

All FDA Regional Field Offices and Regulatory Enforcement Units, in coordination with law enforcement agencies and Local Government Units, are requested to ensure that violative products are not sold or made available in the market or areas of their jurisdiction.

To report any sale, distribution, complaint, and/or adverse event regarding the use of violative cosmetic products, visit the FDA Website and navigate to the eSumbong section.

Dissemination of this advisory to all concerned is hereby requested.
