Under Prime Ministerial Decision No. 1466/QD-TTg, signed by
Deputy Prime Minister Ho Quoc Dung on July 31, a biotechnology development plan
in agriculture and environment has been approved.
According to the plan, biotechnology will be developed into
a key foundational sector that drives innovation to support growth in agriculture
and environment based on science, technology, innovation, and digital
transformation.
The plan seeks to master core and strategic technologies,
foster an ecosystem of biotechnology enterprises and strategic technology
products, and enhance competitiveness in service of green, circular, and sustainable agriculture.
It set a target to master next-generation biotechnology,
strategic biotechnology, and gene-editing technologies by 2045, which will be
applied to develop industrial-scale products and establish a techno-economic
sector capable of supplying high-quality and safe products to both domestic and
international markets.
According to the plan, Vietnam will form a market for
agricultural and environmental biotechnology, thus positioning the nation as one of the
world and region’s leading biotechnology countries for smart biotechnology
production and services.
Moreover, businesses are expected to increase their
investment scale and growth by 70 percent. Biotechnology products are targeted
to replace at least 60 percent of imported products, while the biotechnology
industry will contribute 15 percent of the sector’s value added.
To achieve these objectives, the Plan outlines the following
priority tasks and solutions:
– Developing science and technology to support growth in the
agriculture and environment sectors;
– Building and
strengthening biotechnology capabilities, including infrastructure, human resources,
and research capacity;
– Developing biotechnology industry for agriculture and the
environment;
– Establishing and improving legal and policy frameworks to
promote biotechnology industry development;
– Enhancing international cooperation in biotechnology; and
– Raising public awareness and communication about
biotechnology industry.
