Delhi Moves to Drop Voltage Norms for Green Open Access, Eases Rules for Captive Projects

The Delhi Electricity Regulatory Commission has amended its Terms and Conditions for Green Energy Open Access Regulations, 2024, notifying the 2026 amendment applicable across the National Capital Territory of Delhi.

The amendment to Regulation 8(a) expands eligibility for open access by removing voltage restrictions. Consumers meeting the 100 kW threshold are now eligible to source renewable energy under open access, while captive consumers are exempt from any load-related limits. Overall, the changes simplify access norms and broaden the consumer base for green energy adoption in Delhi.

A key change is the removal of the 11 kV connectivity requirement from the definition of an “entity.” The regulation now defines an entity as any consumer with a contracted demand or sanctioned load of 100 kW or more, either through a single connection or multiple connections aggregating to 100 kW or more, within the supply area of the same distribution licensee. Captive consumers remain excluded from this definition.

No Load Cap for Captive Green Energy Projects

The amendment also removes any load limitation for setting up green energy projects for captive use, meaning such projects will no longer be restricted by the consumer’s contract demand or sanctioned load (kW/MW, kVA/MVA) with discoms.

Further, DERC has revised the definition of a “Green Energy Open Access Consumer” by eliminating the requirement of being connected at 11 kV or above. Under the updated rules, any consumer with a minimum load of 100 kW—through single or multiple connections within the same discom area—can procure green energy for self-use. This includes supply from a licensee, the government, a captive generation plant, or any authorised supplier. 

Moreover, the provisions align with the Electricity Act, 2003, and apply to consumers connected to receive green energy through the network of a licensee or authorised entity.
