AFRC Intensifies Financial Reporting Scrutiny for New Public Entities in Hong Kong – News and Statistics

Hong Kong’s financial reporting watchdog is stepping up its scrutiny of companies that have recently gone public, as a backlog of more than 430 IPO applicants raises questions about the accuracy of their financial disclosures. The Accounting and Financial Reporting Council (AFRC), the territory’s independent regulator for accounting, has made it a top goal for the fiscal year ending March 2027 to assess the financial reports of newly listed firms—specifically those that have wrapped up or will wrap up a share sale within a twelve-month span.

Speaking after a press conference on Tuesday, AFRC Chairman David Sun Tak-kei noted that while a rise in IPOs supports the growth of Hong Kong’s financial sector, the caliber of financial reporting must not be overlooked. He added that the council would keep working with auditors on assignments tied to finished IPOs to preserve standards.

Citing statutory provisions, AFRC Chief Executive Janey Lai Chui-pik explained that the council would examine audit reports following a company’s listing. She emphasized that pre-listing evaluations of IPO candidates would stay under the purview of the Hong Kong Exchanges and Clearing (HKEX) and the Securities and Futures Commission (SFC).

Earlier this year, Hong Kong’s regulatory bodies initiated a joint push to review listing application documents and ensure financial intermediaries adhere to rules. In February, the AFRC sent an open letter cautioning auditors of public companies against lowering quality to chase business expansion. That came after the SFC issued a directive in late January that strengthened the compliance requirements for sponsors.
