The renewable energy plan, released on Thursday, targets total renewable generation of 1.8 billion tonnes of coal equivalent by 2030. That compares with 1.18 billion tonnes expected in 2025.
The strategy goes beyond adding wind turbines and solar panels. Beijing also wants renewable power to become more reliable during periods of peak electricity demand.
That will require substantial investment in storage, flexible generation and long-distance transmission infrastructure. It also raises the policy stakes for utilities, equipment makers and industrial energy users operating in the world’s largest power market.
Beijing shifts from capacity to reliability
China has built renewable energy capacity at exceptional speed. However, rapid development has exposed constraints across grids, storage systems and electricity markets.
The new plan focuses on how much dependable power renewables can provide, rather than installed capacity alone.
By 2030, wind and solar projects backed by storage should supply power equal to 8% of their installed capacity during peak periods. They should also cover 20% of electricity consumption during demand spikes.
China plans to add more than 300 gigawatts of renewable peaking capacity by the end of the decade. This capacity can be dispatched when electricity demand rises sharply.
The target reflects a wider shift in energy governance. Renewable developers will face growing pressure to demonstrate system value, not simply connect new capacity.
For investors, this could increase demand for batteries, pumped storage, grid services and digital power management. It may also influence project financing as dispatchability becomes more important to revenue certainty.
Green power moves beyond the electricity sector
The plan targets 150 million tonnes of coal equivalent in wind and solar use outside the power sector.
Applications include renewable-powered heating and cooling, as well as green hydrogen production. Beijing has said annual green hydrogen output will reach 2 million metric tonnes by 2030.
This creates a broader market for renewable energy across chemicals, steel, transport and heavy industry. It also supports China’s effort to reduce fossil fuel use in sectors that cannot rely on direct electrification alone.
Corporate buyers may gain more options for reducing operational and supply chain emissions. However, credible emissions accounting will depend on electricity sourcing, grid conditions and hydrogen production standards.
The policy could also strengthen domestic demand for electrolysers and other clean industrial technologies. Chinese manufacturers already hold major positions across solar, batteries and power equipment.

Hydropower and storage gain strategic weight
China is targeting 570 GW of hydropower capacity by 2030, up from its 450 GW goal for 2025.
That figure includes 160 GW of pumped storage hydropower. The country had targeted 66 GW for 2025.
Pumped storage can absorb excess renewable power and release electricity when demand rises. Its expansion will help balance growing volumes of variable wind and solar generation.
The plan also calls for greater flexibility across existing hydropower plants. This could improve grid stability and reduce the need for coal-fired generation during periods of high demand.
Yet large hydropower projects can create environmental and social risks. Developers and financiers will need to assess biodiversity, water use, land impacts and community displacement alongside climate benefits.
Offshore wind and green transmission expand
Beijing plans to develop deep-sea offshore wind bases using large, centralized projects. The model resembles China’s desert wind and solar megabases in northern and northwestern regions.
The plan also proposes integrating offshore wind with underwater data centres. That approach could connect renewable generation with fast-growing digital infrastructure demand.
China will also pilot renewable megabases that transmit electricity generated entirely from clean sources.
Wind and solar currently account for about 20% of electricity carried by China’s ultra-high-voltage transmission network, according to Global Energy Monitor. The system transports power from inland energy bases to factories and cities in the east.
Moving toward fully renewable transmission will require stronger grid coordination and more flexible electricity markets. It may also reduce curtailment, which occurs when renewable generators cannot deliver available power.
For global executives and investors, China’s plan carries implications far beyond its borders. The scale of deployment could lower technology costs, reshape commodity demand and deepen Chinese influence across clean energy supply chains.
The binding target also raises expectations for implementation. China’s ability to align generation, storage, transmission and industrial demand will help determine whether rapid renewable growth translates into a more resilient and lower-carbon power system.
