Asia-Pacific governments endorse landmark Baku-Bangkok Declaration on advancing societies for all ages | Press Releases | Asia

Governments across the region today adopted the Baku-Bangkok Declaration on Promoting Social Development for Advancing Societies of All Ages in Asia and the Pacific, committing to bold, coordinated action to build more inclusive, equitable and resilient societies. 

Adopted at the close of the 82nd session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the declaration underscores the indispensable role of social development and justice in sustaining peace and security, as the region confronts widening inequality, major demographic shifts and persistent gaps in social protection. 

“The Baku-Bangkok declaration is not just a statement of intent. It is a robust framework for our collective resolve to ensure that social development initiatives are inclusive, sustainable and responsive to the needs of all age groups,” said Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of ESCAP.

The declaration sets out an ambitious agenda to expand decent work, strengthen universal social protection systems and reduce structural barriers for vulnerable populations. It also calls for increased investment in care systems, digital inclusion and lifelong learning, as well as policies that harness demographic change such as the growing “silver economy.” 

ESCAP member States further agreed to establish an Asian and Pacific Digital Solutions Centre for Sustainable Development in Kazakhstan to deliver practical digital solutions in Central Asia and beyond. 

In other decisions, countries backed a shift towards a sustainable bioeconomy to address climate change, biodiversity loss, pollution, food waste and persistent poverty. They also adopted a resolution to strengthen regional transport and logistics systems, with a focus on resilience, accessibility, affordability, efficiency, safety and lower emissions.

Over five days in Bangkok, government leaders, ministers and high-level officials from 47 member States and 2 associate members addressed the Commission to showcase the solutions and opportunities driving a sustainable future for the region.

Shanghai, China will host the 83rd session in April 2027 under the theme “ESCAP at 80: Navigating paradigm shifts, promoting connectivity and accelerating sustainable development in Asia and the Pacific.” The choice of Shanghai, where ESCAP was originally headquartered in 1947-1949, marks a full-circle moment as the UN regional commission enters its 80th anniversary year.
