A preliminary report collecting public views on aligning with nation’s 15th Five-Year Plan (2026-2030) by Hong Kong’s legislature has been completed, Stanley Ng Chau-pei, chairman of a LegCo’s subcommittee, revealed on Friday.

The report was based on reports by six thematic groups under the Subcommittee on Hong Kong’s Work to Actively Dovetail with the National 15th Five-Year Plan, after conducting approximately 90 consultation sessions, reaching over 4,000 participants and collecting more than 400 submissions.

Speaking after the subcommittee’s second meeting on Friday, Ng said that all thematic working groups have made good progress, with all Legislative Council members fully mobilized.

This fully demonstrates the united, efficient, and pragmatic style of lawmakers, showcasing not only their professional strengths but also their ability to work together and the team spirit, Ng stressed.

The Hong Kong Special Administrative Region government is formulating its first five-year plan to proactively align with the national 15th Five-Year Plan (2026-30). Ng said the subcommittee will maintain communication with the government on the thematic reports to achieve better synergistic research outcome.

The subcommittee will integrate and synthesize the research reports from all working groups to form a comprehensive report covering all designated areas, which will then be submitted to the government later, Ng added.

The subcommittee, established under LegCo’s House Committee, consists of 20 lawmakers, conducted its first meeting on April 24. Chief Executive John Lee Ka-chiu previously announced that the government aims to release a public consultation document for the five-year plan within the second quarter of the year to gather public views.
