Sembcorp Wins Singapore Approval to Import 300 MW of Solar From Malaysia

Sembcorp Industries announced that one of its subsidiaries has received a new conditional approval from Singapore’s Energy Market Authority (EMA) for a renewable electricity import project from Malaysia. According to a Reuters dispatch relayed on August 7, 2026, the approved import capacity stands at 300 megawatts (MW). This conditional approval represents a preliminary regulatory step by the Singapore regulator: it acknowledges the technical and commercial viability of the project without constituting final authorization, with further approvals required before construction and commissioning.

A Large-Capacity Floating Solar System

The project would rely on a floating photovoltaic solar installation, sited on a body of water in Malaysia, whose potential peak capacity would reach approximately 2.2 gigawatts (GW), according to Sembcorp — several times the actually approved import capacity, in a sizing logic comparable to that seen at Origis Energy’s Rockhound solar complex in the United States. This gap between installed capacity and delivered import capacity is common in this type of arrangement: solar output must compensate for the intermittency of the resource to guarantee firm power for export. A battery storage system is planned to support this output, following hybrid schemes similar to the hybrid solar-storage power purchase agreement signed by MaxSolar and DB Energie in Germany.

Sembcorp is targeting commissioning by the end of the decade, without providing a precise date, according to the company’s statement. No financial details about the project’s cost have been disclosed at this stage.

Two Malaysian Partners of Uncertain Identity

Sembcorp’s statement cites two partners associated with the project on the Malaysian side: an entity described as a public body with an environmental mandate, named “KPRJ Environment,” and a company named “Qua Energy.” Neither the precise legal nature, nor the ownership structure, nor the exact operational role of these two entities is detailed in the source consulted. Their existence could not be confirmed through a primary document separate from the company’s statement, which warrants caution regarding these elements.

This new project fits into a broader Singapore strategy seeking to diversify its electricity supply by importing growing volumes of low-carbon power from neighboring countries. This approach builds on a national target revised upward by the EMA and on a regional power grid project connecting several Southeast Asian countries. Sembcorp has already secured, in recent years, several other conditional approvals from the EMA for similar import projects, notably from Sarawak, a hydropower source, and from Vietnam.

Key Details Remain Unspecified

The statement relayed by the press specifies neither the exact location of the future floating solar site in Malaysia, nor the full name of the Sembcorp subsidiary that received the approval. Both elements had been included, for comparable prior announcements by the group, in corresponding statements and stock exchange filings. These omissions limit, at this stage, the ability to precisely locate the project and verify its details with local Malaysian stakeholders. The 300 MW import capacity figure originates from a single source, Reuters, without confirmation from a primary statement by Sembcorp, the EMA, or a stock exchange filing.
