MOGADISHU — Defence Minister Ahmed Moallim Fiqi has received the Ambassador of the People’s Republic of China to Somalia, Wang Yu, at his office for talks focused on strengthening bilateral defence cooperation and reinforcing security sector collaboration between the two nations.
The meeting centered on counter-terrorism efforts, enhancing the capacity of Somali security institutions, and deepening the strategic partnership that has grown considerably in recent years. Minister Fiqi expressed appreciation for China’s consistent support for Somalia’s unity, sovereignty, and territorial integrity, while Ambassador Wang Yu reaffirmed Beijing’s commitment to expanding military assistance and training programs for Somali forces.
Defence Cooperation on the Rise
The discussions come amid a broader expansion of security cooperation between Mogadishu and Beijing, which has included military scholarships, equipment support, and joint capacity-building initiatives. In September 2025, Fiqi held talks with his Chinese counterpart, Admiral Dong Jun, on the sidelines of the Xiangshan International Defense Forum in Beijing, the first ministerial-level defence engagement between the two nations in nearly 40 years.
China has since awarded military scholarships to 31 officers from the Somali National Armed Forces, covering advanced training in leadership, strategy, engineering, and military technology. The officers were honored at a ceremony in Mogadishu attended by State Minister for Defence Omar Sheikh Ali and Ambassador Wang Yu, with the training described as “a cornerstone in building a professional, disciplined, and self-reliant Somali military.”
Strategic Alignment on Sovereignty
Ambassador Wang Yu has been a regular interlocutor with Somali officials across multiple portfolios. Previous meetings between Fiqi and the ambassador have explored deepening cooperation in various fields, while the Somali President has also held high-level talks with China’s Special Envoy to the Horn of Africa, focusing on peace, security, and economic engagement.
A joint press statement from the foreign ministers in January 2026 reaffirmed that China firmly supports Somalia’s territorial integrity, stressing that Somaliland is an inalienable part of Somalia, while Somalia reaffirms its steadfast support for the One-China principle. This diplomatic alignment has provided Mogadishu with additional leverage in its ongoing disputes with the breakaway region, though the practical impact of Beijing’s backing on the ground remains difficult to measure.
Critical Note
While the growing defence partnership with China offers Somalia access to training, equipment, and diplomatic support, questions persist about the tangible outcomes of these commitments. The Somali National Army continues to struggle with capacity deficits, logistical challenges, and battlefield setbacks against Khawaarij militants despite years of international assistance. China’s military support, while welcome, has yet to translate into a decisive shift in the security situation. Furthermore, Beijing’s engagement in the Horn of Africa is driven by its own strategic interests, including the protection of its economic investments and maritime security concerns. Somali officials would be well advised to ensure that defence cooperation agreements yield measurable improvements in operational capability rather than remaining largely ceremonial affirmations of partnership.
