Amnesty International on Thursday warned that India’s weapons exports to Israel may violate international law and contribute to the ongoing genocide in Gaza.
In an investigative report, Amnesty International examined public trade data to investigate the scope of India’s material support for Israel and “international crimes committed against Palestinians in Gaza.” It found that, despite international warnings of the possible commission of war crimes, crimes against humanity, and genocide in Gaza, “corporations in India have continued to export weapons, ammunitions, parts and components” to Israel.
The report also emphasized that the Indian government had “failed to regulate arms exports to Israel by private companies”, and has on the contrary, strengthened its defense partnership with Israel. It detailed that, since 7 October 2023, which was the start of a major war triggered by a coordinated cross-border assault by Hamas forces into southern Israel, Indian companies have supplied at least 390,516 small arms parts for military grade weapons, 564,970 parts of explosive ordnance, such as drone warheads, and 298 components of military vehicles to Israeli forces. Amnesty International clarified that it excluded shipments which were likely intended for anti-missile defense and civilian use.
Many countries have enacted arms embargoes against Israel or limited defense cooperation with the country. In September 2025, Spain announced a total arms embargo with the aim of “stopping the genocide in Gaza”. Rights groups, including Amnesty International, have also put forth proposals for arms bans and embargoes in an effort to put pressure on Israel and prevent genocide.
The UN has also warned that arms trading with Israel may be unlawful. It highlighted the duty of international states under the Geneva Conventions of 1949 prohibiting of the transfer of weapons, ammunition, parts or components, that would be used to violate humanitarian law. Arms trading is prohibited as long as there is a clear risk, regardless of the exporting country’s intention. As of July 2026, the death toll in Gaza is 74,348. Of this, 20,179 are children, 12,500 are women, and 262 are press.
Amnesty International highlighted that India is not a signatory to the Arms Trade Treaty (ATT), which regulates international trade in conventional arms. The rights group asserted the importance of India acceding to the ATT, as a step towards regulating its exports in line with international law and removing the possibility of the country being complicit in Israel’s perpetration of war crimes.
The organization called on India, as well as private Indian companies, to immediately cease all transfers of arms and ammunitions to Israel. It reminded the government that by failing to do this, “India stands in clear violation of its duty to prevent genocide under the Genocide Convention” and Geneva Conventions.
