Hong Kong Fire Inquiry Blames Contractor Negligence, Regulatory Failures for 168 Deaths

An independent inquiry into a Hong Kong residential fire that killed 168 people last year concluded the disaster was caused by severe contractor negligence and sweeping government regulatory failures.

Senior Counsel Victor Dawes, lead counsel for the commission, presented a 627-page closing submission on Friday to wrap up months of hearings on the November 2025 blaze at the Wang Fuk Court estate in Tai Po. The fire, which burned for 43 hours across seven high-rise towers undergoing major renovations, claimed victims aged six months to 98 years.
