
A Joint Call from Civil Society from across the States where Special Intensive Revision has been conducted, as well as, from those identified for SIR’s Phase 3 implementation.
By the way of introduction and implementation of the SIR since June 2025, the Election Commission of India (ECI) has lost all credibility and revealed itself as a partisan body in conducting its duties according to Article 324 of our Constitution. Large sections of the country share deep disappointment with the Supreme Court. It has so far been unable to defend the constitutional rights of electorate/citizens of our country.
The last one year has revealed the inability of the SIR to deliver an inclusive voter list. And instead demonstrated the ECI’s manipulative intent.
STOP SIR
Undertake a comprehensive Review, rectification, and course correction before proceeding further with the updating of the Electoral Rolls. Conclude the hearing pending in the Supreme Court on the constitutional validity of the exercise, providing a judgment that defends the rights of every member of the Electorate, granted by the Constitution.
• SIR is an exclusionary, undemocratic, non-transparent and unscientific process of electoral roll revision and its constitutional validity is still contested.
• In the 10 states and 3 Union Territories where SIR has been conducted so far, nearly 6 crore rightful voters have been deprived of their right to franchise. During the SIR in Bengal, about 35 lakh voters seeking adjudication were denied verification for no fault of theirs. They lost their right to vote. This mass denial of their basic right has proven, beyond doubt, that this is a flawed process, and designed with mala fide intent.
• It is a matter of serious concern that those targeted and removed from the voter list are largely from the Minorities, Adivasis, Dalits, those from the marginalised sections like migrant workers, daily wage labourers and nomadic communities. Even among these it disproportionately impacted women. This is alarming. It seriously violates the diverse make up of our country and severely assaults the principle of universal adult franchise embedded in our constitution.
• A process that deletes or sends notices to notable citizens of this country – including Noble Laureate Amarthya Sen, former Navy Chief Admiral Arun Prakash (retd), Indian cricketer Mohammed Shami, Joy Goswami, the award-winning poet – Deletes lakhs of people with all documents including passports, not even sparing many returning officers who are under election duty – only further demonstrates the deeply flawed nature of the SIR process.
• SIR has completely failed in its proclaimed objective of identifying and removing so called “infiltrators” and cleaning up of the electoral roll. While, to this day, there is complete ambiguity about the reasons and decision-making process of undertaking the SIR.
We, thereby, demand
- No legitimate election process can be taken forward without the inclusion of all rightful voters. The electorate of this country demands the election process in all states be based on an inclusive voter list and an overall free, fair and fully transparent election process. If at all the SIR is to be continued, it should be done only after framing clear rules with stringent provisions of audit and verification, as per the standards laid down by the CAG. This needs to extend also to the states where SIR has been ‘completed’, to ensure the complete reinstatement of every rightful voter to the voter roll.
- The SIR process cannot continue and must be halted. A thorough review must be undertaken of the process carried out so far. The ongoing hearing in the Supreme Court regarding the constitutional validity of SIR must first be concluded. And thereafter, it needs to be ensured the election process must proceed as a completely transparent process, fully aligned with stringency with the democratic principles of the Constitution. We, hereby, raise the demand for a common voters list – from Gram Sabha to Vidhan Sabha to Lok Sabha. The Gram Sabha list, compiled with full transparency should be the basis for the entire election process, where everyone is known, and enrolment of infiltrators is avoided.
- The conduct of the Election Commission of India (ECI) has made it evident that it is not an impartial institution, but a body politically aligned with the ruling dispensation. We, therefore, demand that this ECI be removed and replaced by a process with due transparent, unbiased Parliamentary oversight.
- Finally, and most importantly, we wish to warn the ECI against its intentions to manipulate the election results in Bengal, Tamilnadu, Kerala, Assam and Puducherry, as it has demonstrated through its actions during the 2024 Lok Sabha Elections and subsequently. As the Primary and Sovereign Stakeholders, We the People strongly condemn ECI’s actions. Let it be clearly understood, ECI’s continued disregard for the Constitution and Our Democracy will spark an all out struggle across the country.
