Odisha cements its position as a chemical and petrochemical investment hotspot, ETChemicals

Odisha has rapidly emerged as a preferred destination for chemical and petrochemical investments in India, attracting a remarkable ₹2 lakh crore in projects within two years. The state’s focused policy interventions, robust infrastructure, and strategic incentives have caught the attention of industry majors seeking expansion opportunities in the sector.Policy frameworks drive investment momentumThe Odisha government has rolled out a comprehensive range of incentives to entice investors, particularly in the high-impact Red Category chemicals segment. These incentives include capital subsidies, tax breaks, and streamlined regulatory clearances. The establishment of a dedicated Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) has further enhanced the state’s proposition, according to Hemant Sharma, Additional Chief Secretary for Industries and IPR and Chairman of the Industrial Promotion and Investment Corporation of Odisha Ltd (IPICOL).Infrastructure and port connectivity lay the foundationOdisha’s strategic location along India’s eastern coastline, coupled with significant investments in ports and logistics, has proven instrumental in drawing chemical and petrochemical companies. The state boasts a robust industrial land bank, reliable access to renewable energy, and a growing network of supporting infrastructure, which together create an enabling environment for large-scale industrial activity. The state government has also prioritized single window clearance mechanisms to accelerate project approvals, reducing entry barriers for investors.Focus on sustainability and technology adoptionAs global and Indian companies pivot towards greener and more sustainable operations, Odisha has positioned itself as a forward-looking state. Initiatives in green hydrogen and green ammonia production, as well as investments in renewable energy infrastructure, are being actively promoted. By encouraging advanced technologies and cleaner production methods, the state aims to balance industrial growth with environmental responsibility.Major players and ongoing projectsOver the past two years, several leading chemical and petrochemical firms have committed to projects in Odisha. Indian Oil Corporation, among others, is advancing significant investments as part of the state’s PCPIR initiative. Clusters dedicated to chemical manufacturing are being developed, creating a ripple effect in the supply chain and enabling the establishment of downstream industries such as fertilisers and specialty chemicals. The state’s efforts are not limited to traditional sectors; emerging areas like coal gasification and battery technologies are also gaining traction.Challenges and competitive positioningDespite the achievements, Odisha faces competition from other Indian states with established industrial bases. To ensure sustained momentum, the state continues to refine its policies, strengthen infrastructure, and invest in skill development. He underscored the importance of aligning industrial growth with environmental commitments, particularly as global supply chains become more sustainability-oriented.
