India issues Ebola health advisory for incoming international passengers

India’s Ministry of Health and Family Welfare has instructed all international airports to activate enhanced screening for passengers arriving from, or transiting through, the Democratic Republic of Congo, Uganda and South Sudan after new Ebola outbreaks were confirmed by the World Health Organization. A Directorate General of Health Services (DGHS) notice circulated on 21 May directs travellers who develop symptoms such as fever, vomiting or unexplained bleeding within 21 days of arrival to report immediately to airport health officers before clearing immigration. Airlines have been asked to display inflight announcements and distribute self-declaration cards, while airport operators must ensure isolation bays and rapid-response ambulances are on standby.

If you need assistance sorting out the paperwork that accompanies these fast-changing health requirements, VisaHQ can help. Through its digital platform (https://www.visahq.com/india/) the service streamlines Indian visa applications, tracks approvals in real time and provides guidance on supplementary documents—an advantage when sudden advisories introduce extra declarations or proof of travel history.

For mobility and travel-risk managers, the advisory adds a new layer of documentation: employees coming from Africa will need to retain boarding passes and contact details for 21 days in case retrospective tracing is required.

Firms with rotation staff in mining, energy or NGO projects in Central Africa should review med-evac insurance clauses and confirm that Indian private hospitals on their preferred-provider lists maintain high-level isolation units. Although no Ebola cases have been detected in India to date, the health ministry said the advisory aligns with International Health Regulations and mirrors protocols used successfully during previous outbreaks of Zika and Nipah.

The warning underscores how public-health controls remain intertwined with border management even as pandemic-era COVID rules fade. Travellers whose itineraries involve the listed countries can still board India-bound flights, but should expect temperature checks, detailed health questionnaires and, if symptomatic, quarantine orders that could delay onward domestic travel. Corporations are urged to build flexibility into meeting schedules and advise personnel of strict penalties for concealing exposure history.
