Hong Kong Hydrogen Energy Strategy Update: 38 Trial Projects, New Laws, and International Cooperation in 2026 – News and Statistics

Hong Kong’s government is advancing its hydrogen energy strategy, according to a written reply by Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council on June 10, 2026, as reported by Hydrogen Central.

Trial Projects and Approval Streamlining

As of the end of May 2026, the Inter-departmental Working Group on Using Hydrogen as Fuel, established in mid-2022, had granted agreement-in-principle to 38 hydrogen energy trial projects. These projects span transport, infrastructure, and hydrogen generators at construction sites. In February 2026, the Working Group endorsed measures to reduce barriers and simplify approval procedures. These include exempting applicants for lower-risk, mature technologies—such as construction site hydrogen generators meeting specific safety requirements—from conducting quantitative risk assessments. Applicants for previously approved hydrogen generator models are also exempt from submitting certain technical information. For hydrogen fuel cell vehicle projects, the application form has been revised, allowing staged submission of supporting documents to shorten the time needed for agreement-in-principle. The Electrical and Mechanical Services Department (EMSD) has published a guidance note on quantitative risk assessments for hydrogen installations, providing a technical basis for a future risk-graded approval mechanism.

Legislative and Standards Framework

The Gas Safety (Amendment) Ordinance 2025 was gazetted on July 25, 2025, after passage by the Legislative Council. The government is drafting subsidiary legislation, aiming to submit it for negative vetting within 2026. This will create a clear legal framework for the hydrogen industry. Upon the legislation’s commencement, the EMSD will publish a list of approved Registered Hydrogen Supply Companies on its website. The EMSD has completed codes of practice for hydrogen vehicles, maintenance workshops, filling stations, and stationary fuel cell power systems, as well as the quantitative risk assessment guidance note. A green and low-carbon hydrogen certification framework is being developed, with trade consultation completed in April 2026. The target is to establish a certification system aligned with the Chinese Mainland and global standards by 2027 or earlier.

Market Alignment and Capacity Building

Hong Kong’s first landfill gas-to-hydrogen production facility, located at the South East New Territories Landfill Extension, has been completed. Testing is expected to begin in June 2026, with production and supply of green hydrogen anticipated in the second half of the year. A subsidy scheme under the New Energy Transport Fund has earmarked $100 million in its first phase to subsidize local companies for hydrogen fuel cell heavy vehicles, hydrogen filling facilities, and fuel expenses during trials, with a funding ceiling of $10 million per project. The Green Tech Fund has approved 13 research and development projects involving hydrogen production, storage, and fuel cells. The Vocational Training Council launched a safety awareness course for hydrogen fuel application in July 2025 and is preparing a certificate course for hydrogen vehicle mechanics.

International Cooperation and Prudent Advancement

The government maintains close communication with the Chinese Mainland, including a platform with the State Administration for Market Regulation to accelerate hydrogen development and deepen cross-boundary application of special hydrogen equipment. In May 2026, the EMSD hosted Hydrogen Week and the International Hydrogen Development Symposium 2026. During the symposium, the EMSD signed memoranda of understanding with the Ministry of Land, Infrastructure and Transport of the Republic of Korea and the Korea Gas Safety Corporation to promote hydrogen ecosystem development and technical cooperation. Additionally, 10 enterprises from the Chinese Mainland, Hong Kong, and the Republic of Korea signed memoranda of understanding to cooperate on hydrogen business development in Hong Kong. The symposium included sessions promoting Hong Kong’s green finance services to connect green capital with the hydrogen industry.
