Artificial intelligence is transforming healthcare and government benefits administration, but organizations must strengthen data quality and operational processes before expecting meaningful results, said Peter Justen, founder and CEO of AmeriTrust Solutions.

Many healthcare organizations are facing pressure to modernize rapidly with AI, he said. Yet certain activities such as Medicaid enrollment and eligibility workflows often remain fragmented, manual and dependent on incomplete information.

For example, inaccurate or missing data creates downstream inefficiencies, delays reimbursement processes and weakens the value of AI-driven analysis, Justen said. To help avoid those issues, organizations should focus more intently on process integrity, data reliability and eligibility verification before adding advanced technologies, he said.

Also, fraud prevention involving government benefits such as Medicaid works best when agencies identify potential issues at the beginning of the process rather than relying on recovery efforts after improper payments occur.

“The adoption story, in my opinion, isn’t really about the tool. It’s about what’s the tool being asked to sit on top of. Because when the foundation is inconsistent, the technology, no matter how good it is, inherits that inconsistency,” he said.
