Birmingham transportation and infrastructure framework 2026-34

Up to four multidisciplinary suppliers will be selected for the eight-year framework which will cover a range of civil engineering, highways, infrastructure, and environmental design services – including drainage, structures, public realm, project management, transport planning and sustainability advice.

Around £240m of the anticipated spend will come from Birmingham City Council with the framework also open to local authorities and public bodies throughout the East and West Midlands. Key aims include promoting innovation and value as well as encouraging strong participation by SME companies.

According to the brief: ‘Birmingham City Council is seeking to appoint organisations for the provision of technical professional services via the Transportation and Infrastructure Professional Services Framework Agreement. The Framework Contract requires consultants who will bring their national, international experience and innovative solutions to deliver added value to our customers and the general public.

‘The framework will be a multi-supplier multi-disciplinary framework and will cover all services required to design and deliver highways and infrastructure projects for the council. The framework contracts being procured will be awarded with up to a maximum of [four] service providers.’

Birmingham is the UK’s largest local authority, serving more than 1.1 million people. The latest framework aims to promote social value and sustainable outcomes on public realm, transport and infrastructure projects across the region.

Teams selected for the framework will provide a range of engineering and consultancy services – including feasibility, delivery, management and maintenance. Suppliers must subcontract at least 20 per cent of value to SMEs as a requirement of the framework.

The framework – which will be re-opened at intervals during its eight-year term to encourage new applications – will feature both direct award and mini-competitions.
Projects will be awarded on the basis of 50 per cent quality, 10 per cent social value and 40 per cent price.

Applicants must hold an average annual turnover of at least £15 million. Applicants must hold £5 million worth of professional indemnity insurance, £5 million of employer’s liability insurance and £5 million of public liability insurance.
