In a letter to UN Secretary General António Guterres and President of the UN Security Council Fu Cong on May 22, Saeed Iravani condemned remarks made by the US representative during a Security Council session on the Middle East, saying Washington had once again abused the UN platform to level baseless accusations against Iran and its civilian nuclear program.
The letter stressed that Iran categorically denies any involvement in the alleged attack on the Barakah Nuclear Power Plant in the United Arab Emirates and reiterated Tehran’s longstanding position that any attack or threat against peaceful nuclear facilities constitutes a grave violation of international law, the UN Charter, and International Atomic Energy Agency regulations.

Excellency,
I am writing regarding the statement delivered by the Permanent Representative of the United States during the Security Council meeting held on 19 May 2026 under the agenda item “The situation in the Middle East” (10153rd meeting). In his statement, the representative of the United States once again abused the Security Council platform by spreading false accusations and disinformation against Iran and its peaceful nuclear program. In response, I wish to draw the attention of the members of the Security Council to the following:
1. The representative of the United States falsely accused Iran of responsibility for the alleged drone attack against the Barakah Nuclear Power Plant in the United Arab Emirates without presenting any verified evidence. Iran categorically rejects this allegation. Iran itself has been the victim of attacks and acts of aggression by the United States and the Israeli regime against its safeguarded peaceful nuclear facilities. Iran reiterates its principled and unequivocal position that any attack or threat against peaceful nuclear facilities constitutes a grave violation of international law, the Charter of the United Nations, and the Statute and resolutions of the IAEA, and has repeatedly warned of the catastrophic humanitarian, environmental, and radiological consequences of such reckless and unlawful acts.
2. It is deeply ironic that the United States – the only country ever to have used nuclear weapons and itself responsible, together with the Israeli regime, for attacks against safeguarded Iranian nuclear facilities now claims concern for nuclear safety and security. During the unlawful acts of aggression and two unwarranted and savage wars against Iran in June 2025 and February 2026, the United States and the Israeli regime targeted, inter alia, the safeguarded facilities at Natanz, Fordow, Isfahan, and Bushehr, in blatant violation of the Charter of the United Nations, international law, international humanitarian law, the IAEA Statute, and relevant IAEA resolutions.
3. The United States representative also attempted to portray Iran as the source of regional instability while ignoring the fact that the United States and the Israeli regime and their malicious and nefarious activities in the region are the main source of regional instability, and the current situation is the direct consequence of repeated unlawful uses of force by the United States and the Israeli regime against Iran. They have launched two unlawful wars against Iran in clear violation of the Charter of the United Nations and international law. Senior U.S. officials have repeatedly threatened Iran’s infrastructure, economy, and civilian facilities, while serious violations of international humanitarian law and war crimes have been committed against the Iranian people.
4. The United States further repeated misleading allegations regarding Iran’s peaceful nuclear program in an attempt to justify its aggression against Iran. Unlike the United States, and Israel, a regime outside the NPT, Iran is a committed State Party to the Treaty on the Non- Proliferation of Nuclear Weapons (NPT). For more than two decades, unfounded allegations regarding Iran’s peaceful nuclear program have never been substantiated by credible evidence. Iran has consistently rejected nuclear weapons and accepted one of the most rigorous IAEA verification regimes.
5. The representative of the United States also attempted to portray his country as a defender of diplomacy and international peace. The international community has not forgotten that it was the United States itself that unlawfully withdrew from the Joint Comprehensive Plan of Action (JCPOA) in violation of Security Council resolution 2231 (2015), undermined diplomacy, imposed unlawful unilateral coercive measures against the Iranian people, and repeatedly resorted to threats and the use of force. The United States has twice attacked Iran, in egregious violation of the Charter of the United Nations, while negotiations were underway, demonstrating that its commitments cannot be relied upon.
6. The United States and the Israeli regime must bear full responsibility for the harm inflicted upon Iranian civilians, civilian infrastructure, and peaceful nuclear facilities during these acts of aggression. Those responsible for serious violations of international humanitarian law, including war crimes and crimes against humanity, must be held accountable. The Security Council must reject politically motivated narratives that divert attention from the real sources of instability in the region. No State should be permitted to place itself above international law while demanding compliance from others.
